The Billings Area Indian Health Service intends to award a non-competitive contract to Montana-Wyoming Tribal Leaders Council, 222 North 32nd Street, Suite 401, Billings, Montana 59101, pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures; 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; and FAR 37.101, Non-Personal Service Contract. The Montana-Wyoming Tribal Leaders Council, an organization comprised of representatives from each Tribe in the Billings Area will work closely with the Indian Health Service in addressing the increase in 2010 suicide attempts and suicide deaths of teenagers. Through this Methamphetamine Suicide Prevention Initiative (MSPI), the Montana-Wyoming Tribal Leaders Council, Planting Seeds of Hope (PSOH) Program, will provide the following services: (1) Provide ASIST, QPR and SAFE TALK training; (2) Support youth leadership, employment, and sports activities during the summer and fall months of 2010; (3) Travel to reservations to meet and work with Tribal Councils and provide onsite support to the youth and their families; and (4) Coordinate joint IHS-MSPI-PSOH planning meetings.
