The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD on the National Naval Medical Campus, intends to negotiate on a sole source basis with Epigendx, 100 Barber Avenue, Worchester, MA for the methylation analysis using the Pyrosequencing method.

This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-(b)(1)  The North American Industry Classification System Code is 541711.

Statutory authority: 13.106-(b)(1) :  (b) Soliciting from a single source.   (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

Uniformed Services University requires the methylation analysis using Pyrosequencing.  This process is necessary because it is the most sensitive method available to analyze methylation alterations using small amounts of DNA extracted from human serum samples.  Pyrosequencing also allows for quantitation  (i.e., level of methylation at specific loci).  They assessing methylation using quantities of DNA.

Epigendx is the only laboratory that meets the requirements for the services needed and it is the sole source supplier of the Pyrosequencing.  This is the only source known to Uniformed Services University which can meet the requirements.

This is not a request for quotes and a solicitation package will not be issued.  A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 

Any vendor interested in responding to this requisition, and reasonably believes the requirements of this requisiton can be met by interested vendor, must provide documentations demonstrating ability to meet the requirements of the requisition.
