SOURCES SOUGHT NOTICE

The Naval Surface Warfare Center, Corona Division (NSWC CORONA) anticipates the award of a sole source five (5) year Basic Ordering Agreement (BOA) in support of the Naval Air Systems Command (NAVAIR), Metrology and Calibration (METCAL) Program. The NAVAIR METCAL Program has a requirement for calibration of the Rohde and Schwarz Microwave Measuring Receiver P/N FSMR-26N and its associated power sensors P/N NRPZ51. The requirement will provide Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate (I) level maintenance assets afloat and ashore. The primary North American Industry Classification System (NAICS) code for this procurement is 334515.

This is a new requirement. There is no current contract or incumbent contractor.

The anticipated ordering period(s) will span five (5) years and include a 12-month base period at time of award. A Firm Fixed price BOA is anticipated. It is anticipated that the Request for Proposal (RFP) will be issued in the early February 2015 time frame.

It is requested that all interested Small Business concerns, including but not limited to HUBZone, 8(a) Small Disadvantaged Businesses (SDB), and Service Disabled Veteran-Owned Small Businesses (SDVOSB), respond with a Capability Statement not to exceed two (2) pages to be used to determine the availability of Small Business concerns for this requirement. Interested Small Business concerns must identify their small business socio-economic categories.

The Capability Statement shall succinctly address the following two items to demonstrate the contractor's capability to perform the requirements of this Statement of Work:

1) The contractor's technical ability, or potential approach to achieving technical ability, to perform at least 50% of the cost of the contract incurred for personnel with its own employees; and

2) The contractor's capacity or potential approach to achieving capacity, to conduct the requirements of the SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed.

Demonstrated technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability.
