The Naval Air Systems Command (NAVAIR) intends to award a new Delivery Order under Basic Ordering Agreement (BOA) Number N00019-11-G-0018 to Rockwell Collins Government Systems (RCGS), Inc. of Cedar Rapids, Iowa solely for the software upgrade of the MH-53E Government Furnished Control Display Unit (CDU-7000), Integrated Processing Computer (IPC) and Multi-Function Displays (MFDs). This software upgrade will incorporate the Required Navigation Performance/Area Navigation (RNP RNAV) capability. The software upgrade will leverage previous RCGS MH-53E RNP RNAV software development efforts. This software capability will provide required data for modern GPS-based instrument flight from takeoff to landing approach, as well as provide the required controls and displays to the MH-53E pilot and co-pilot for moving map and primary mission accomplishment. The Federal Aviation Administration mandates direct a nationwide transition to Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) capabilities as a part of the Next Generation Air Transportation System (NextGen) architecture.

This delivery order will be awarded on a sole source basis to Rockwell Collins Government Systems under the authority of 10 U.S.C. 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." As the previous developer and integrator of RNP RNAV capability into the MH-53E aircraft, RCGS is the only company that has the ability, resources, technology, and documentation necessary to leverage previous RNP RNAV development efforts and to modify, develop, produce, maintain, and support the transition to Government software development of these systems.
