Military Sealift Command Combined Synopsis and Solicitation Notice Information 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. Solicitation number is N32205-15-T-5215 and is being issued as a Request for Quotes (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-78, Effective 25 Nov 2014. 4. The associated NAICS code is 811310 and this procurement is not being set-aside for small businesses. The small business size standard is 7.5 million in dollars. 5. Requirements: a. - Contractor shall inspect all Ponce MHE for safe operation and prepare a condition report for each unit that identifies required repairs. The condition reports shall be provided to the MHE Program Manager at MSC Norfolk (N48). b. - Contractor shall conduct all necessary training and instruction for USS Ponce (ASFB I 15) crewmembers in the requirements to test and safety-certify all Material Handling Equipment (MHE) for ordnance handling in accordance with NAVSEA Instruction SW023-AH-WHM-010 current revision and for conducting fork inspections in accordance with NAVSUP PUB 538. c. - Contractor shall instruct crewmembers in the proper method of completing safety certification forms in accordance with SW023-AH-WHM-010 and "Fork Inspection," forms in accordance with NAVSUP Pub 538, current revision. d. - Contractor shall conduct all necessary training and instruction for Ponce crewmembers in the proper methods of conducting various repair procedures necessary to satisfy the successful completion of the above-mentioned certifications. e. - Contractor shall observe Ponce crew members while they are performing repairs to MHE. Contractor shall provide instruction and guidance during the repair process. f. - Contractor shall perform repairs on Ponce MHE that are beyond the skill level of the ship's crew members but within the scope of repairs that can be adequately accomplished onboard the vessel (without removing the MHE from the ship). The contractor shall identify additional required work (beyond the scope of the vessel crew) to the MHE Program Management office (MHE-PM). The MHE-PM shall request an amendment to the contract to fund additional work, as necessary. Vessel shall provide repair parts. g. - Contractor shall sign an MHE Safety Certification Form for each forklift in accordance with figure 6-1 of NAVSEA Instruction SW023-AH-WHM-010. The crew member performing the certification shall also sign each document. Contractor shall provide the original signed forms to the Ponce Master or his designated representative and provide a copy to the MHE Program Management Office at MSC Norfolk (N48). h. - Upon completion of all work, the contractor shall out-brief the ship's Master and Chief Engineer on the completed project prior to departing the vessel. 3. Deliverables: a. Condition Report for each unit that identifies the current operational condition, status of safety devices (e.g. backup-alarms), and all required repairs. The condition reports shall be provided to the MHE Program Manager at MSC Norfolk (N48). b. Complete and signed MHE Safety Certification Form for each unit, figure 6-1 of reference (a). The Technician shall provide the original signed forms to the Ponce‘s Master or his designated representative. The Technician shall provide a copy of the signed forms to the MSC Norfolk MHE Program Manager (Arthur Hughes/Michael Sewell) via email. c. Complete and signed Fork Inspection Form, figure 8-13 of reference (b) for the forklifts listed in Table 1 of paragraph 1. The Technician shall, enter the expiration date shall be 12 months from the date of the fork inspection. The Technician shall, provide the original signed forms to the Ponce's Master or his designated representative. d. The Technician shall, provide a copy of the signed forms to the MSC Norfolk MHE Program Manager via Email. 4. Logistic Requirements: a. - VR location; Ponce will be undergoing an VR upkeep period in UAE. b. - Lodging. (a) Definitions. As used in this provision-- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate- (1) Are conducted under contract directly and exclusively with the regional government of southern Sudan; (2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization; (3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or education; or (6) Have been voluntarily suspended. Sensitive technology- (1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically- (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and (2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)). "Service-disabled veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
