Solicitation N00421-14-T-0116 is issued as a synopsis/solicitation.  The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Deval Corporation, under the authority of FAR Part 12, FAR Part 13, FAR Part 6.302-1 and is set aside for small business under FAR Part 52.219-6. The required materials are parts to be utilized on a MHU-191A MUNITIONS TRANSPORTER. Deval Corporation is the only known source and has the proprietary rights on engineering data, design and product documentations of their products. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.  This may be accomplished electronically at http://www.sam.gov

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 04-Feb-2014 by 4:00pm EST will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Responses received in relation to this notice will be reviewed for the purpose of determining whether to conduct a competitive procurement. Please quote all or none.
