Sole Source determination is based on the following: The Materials Measurement Science Division at NIST is to develop improved measurement techniques for materials. One of NIST's principal tools is the x-ray energy analyzer which is attached to a NIST-owned electron microscope. One of the goals of the division is to develop x-ray energy analyzers that provide improved energy resolution and higher count rates at the same time. The Transition Edge Sensor (TES) microcalorimeter x-ray detector is the principal component of an x-ray energy analyzer with energy resolution that has been developed at NIST Boulder, and is continuously being improved. The division is testing and developing the latest NIST TES microcalorimeter x-ray detectors as energy analyzers and requires the mechanical and electronic components necessary for the upgrade.
Star Cryoelectronics LLC is the only vendor capable of providing the required Microcalorimeter X-ray Detectors Upgrade in order to satisfy the Government's minimum requirements. Star Cryoelectronics is the sole manufacturer and distributor.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 1, 2013, 3:30 p.m. EST.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
