This requirement is for a total quantity of 350 each.
Price Breaks are requested from a quantity of 350 each up to a quantity of 500 each.

Inspection / Acceptance at Destination, FOB Origin.

This solicitation is being issued under the First Destination Transportation (FDT) Program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedure should be followed. For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.O.B. Origin, Government Arranged Transportation, and 52.247-9058, First Destination Transportation (FDT) Program- Shipments Origination Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website (http://www.dla.mil/FDTPI/).

This solicitation is an RFQ and will be available at https://www.dibbs.bsm.dla.mil on its issue date of 12/14/16. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Solicitation will not contain a quantity option.

Based upon market research, the Government is using the policies contained in FAR 13.5- Simplified Procedures for Certain Commercial Items, in its solicitation for the described supplies or services.
Reverse Auctioning (RA): This solicitation will not contain the RA Procurement Note L09.

While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.

Solicitations shall include procurement note M01when purchasing qualification items in Federal Supply Classes (FSCs) 5961, Semiconductors and Hardware Devices, and 5962, Electronic Microcircuits.
M01 Qualified Suppliers for Federal Supply Class (FSC) 5961 Semiconductors and Hardware Devices and FSC 5962 Electronic Microcircuits (SEP 2016)
(1) This is a qualified item. Only the approved source (e.g., Original Component Manufacturer (OCM) or Original Equipment Manufacturer (OEM)) for the item specified in the solicitation/contract; or the approved source on the applicable Qualified Products Lists (QPL) or Qualified Manufactures List (QML); or the authorized distributors of the OCM/OEM or QPL/QML; or distributors listed on the Qualified Suppliers List of Distributors (QSLD), with adequate supply chain traceability documentation to the approved source of the item, are eligible to receive an award.
(2) When no offer is received from qualified suppliers listed in paragraph one, the Government reserves the right to make an award based on offers received from suppliers listed on the Qualified Testing Suppliers List (QTSL).
