DLA Land and Maritime PROC NOTE L04/M06 Conditions for Evaluation and Acceptance of Offers for Part Numbered Items, outlines the Offerers requirements and will be included in the solicitation.

M01 Qualified Suppliers for Federal Supply Class (FSC) 5961 Semiconductors and FSC 5962 Electronic Microcircuits will apply.

L22 Restriction of Alternate Offers for Source Controlled Items (SEP 2017) will be included in the solicitation.

First Article Testing is not required.

This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on or around January 14,2019. Hard copies of this solicitation are not avaialble, and must be downloaded from the internetsite above.

Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitaiton for the described supplies or services. However, interested parties may identify to the contracting officer their interst and capability to satisy the Government's requirement with a commercial item within 15 days of this notice.

While price might be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and socioeconomic factors.

This solicitation will not include DLA Procurement Note L09, Reverse Auction.
