First Article Testing is not required.  

Inspection / Acceptance at Origin, FOB Origin.  This solicitation is being issued under the First Destination Transportation (FDT) program.  If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address,  FDT will not apply and normal procedures should be followed.

This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil/RFP on its issue date of April 9, 2015. Hard copies of this solicitation are not available, and must be downloaded from the internet site above.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

The solicitation will include DLAD 52.209-9028, Qualified Suppliers List of Distributors

(QSLD)-FSC 5961 and 5962 (AUG 2009); Any resultant contract will be based on QSLD guidelines if applicable.

The solicitation will include DLAD 52.209-9002 (APR 2013), Qualified Testing Suppliers List (QTSL)-FSCS 5961 and 5962.  Any resultant contract will be based on QTSL guidelines if applicable.

JCP Certification requirement:  This item has technical data some of all of which is subject to export-control regulations.  Distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP Certification, or to those licensed by wither the Departments of State or Commerce; or to foreign suppliers pursuant to international agreements.

While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, socioeconomic and ability one as described in the solicitation.
