This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on its issue date of 10/15/2014. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

Reverse Auction will be included in the solicitation and may or may not be imposed after solicitation closing.

This item requires Deoxyribonucleic Acid (DNA) marking. Only DLA trusted sources that agree to DNA mark Federal Supply Classification (FSC) 5962 Electronic Microcircuits IAW DLAD 52.211-9074 are eligible to receive an award.

This solicitation is being issued under the First Destination Transportation (FDT) program.

This item has technical data some or all of which is subject to Export-Control regulations. Distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP certification, or to those licensed by either the departments of state or commerce; or to foreign suppliers pursuant to international agreements.

This solicitation includes DLAD 52.209-9002, Qualified Testing Suppliers List (QTSL)-Federal Supply Classes 5961 (Semiconductors and Hardware Devices) and 5962 Electronic Microcircuits (Apr 2013). Resulting contract will be awarded based on QTSL guidelines if applicable.

This solicitation includes CLAUSE 52.209-9028, QUALIFIED SUPPLERS LIST OF DISTRIBUTORS (QSLD) - FSC 5961 AND 5962 (AUG 2009); Resulting contract will be awarded based on QSLD guidelines if applicable.
