This notice is a request for competitive quotes. However, any party that believes it is capable of meeting the requirements stated in the attached SOW may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirement.

These procurements are being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached SOW for a description of the requirements.
