The Space and Naval Warfare Systems Command (SPAWAR), on behalf of theMultifunctional Information Distribution System (MIDS) Program Office (PO) (JPEOJTRS10), plans to award firm fixed price and cost plus fixed fee MIDS Joint Tactical Radio System (JTRS) engineering support services (and assoicated products) task and delivery orders on a sole source basis to Data Link Solutions L.L.C. under Contract N00039-10-D-0031 and ViaSat Incorporated under Contract N00039-10-D-0032. These engineering service efforts and their associated products will include: On-site field service engineering to assist in the resolution of host/terminal interface issues as part of platform integration support; Software porting coding, testing and integration, data analysis and interpretation for the modification of Operating Environment (OE) Government Furnished Equipment (GFE) Link-16 Waveform software to meet Software Communication Architecture (SCA) and Application Programming Interfaces (API) through Block Cycle (BC) and Engineering Release (ER) software releases; Development and testing of the Link-16 Cryptographic Modernization (CM) Engineering Change Proposal (ECP), along with the required Regressive Verification Procedures and Plans (RVPs), revised Acceptance Test Procedures (ATPs), porting of the required software and the retrofitting of JTRS terminals; Specific engineering technical investigations, Tiger Teams will be convened to conduct investigations, data analysis and interpretation, Problem Report (PR) investigation and advanced waveform studies; and Power Amplifier and Transceiver Architecture/Technology maturity study, specification update and initial design for hosting of the TTNT waveform.
