This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL is requesting information on potential sources for Two Millimeter Wave Radiometers (MMW150 and MMW183) and an optional third radiometer (MMW118) which are to be delivered no later than 30 September 2016.

Special Notice
This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.

Background
The millimeter wave radiometers identified in this RFI will be used by The Naval Research Laboratory to perform environmental measurements in the laboratory, from the ground, or from manned or unmanned aircraft. The effort includes the vendor tasks and deliverables for the design, development, testing, and delivery of the units to the Naval Research Laboratory. The draft specification has been attached and is provided herein this RFI. Two radiometers (MMW150 and MMW183) and an optional third radiometer (MMW118) is desired. The vendor shall design units that meet the requirements found in the specification document. The vendor shall conduct a Kickoff meeting/System Requirements Review (SRR), a Preliminary Design Review (PDR), a Critical Design Review (CDR), and a Pre-Ship Review (PSR) for the combined units. These reviews are defined in Section 3.b. Program status will be reported in weekly teleconferences between customer and vendor (or as mutually agreed). The vendor is responsible for procurement or development and assembly of all piece-parts into final deliverable hardware items. The Vendor shall develop a test plan for the units. This test plan shall be provided to the Naval Research Laboratory for approval no later than the CDR. The tests shall demonstrate that the items meet the specifications. Vendor is responsible for packaging, protection, shipping and tracking of all deliverable items to the Naval Research Laboratory.

There is no incumbent contractor.

2. CAPABILITY STATEMENT
Organizations responding to this RFI are requested to provide a Capability Statement. The Capability Statement should indicate whether the Contractor is capable of providing the required Spectrograph, optional components, and integrate all components. The Capability should also state whether the organization can meet the objective values stated in the specification or, if not, provide the values that can be met by the organization's product.
The Capability Statement must state whether the organization's product is commercial item, non-commercial item, or developmental item and provide support for that determination.

3. Pricing, Schedule, and Commerciality Information
Catalog prices, rough order of magnitude costs, and delivery schedule.

4. Assumptions
A list of assumptions, if any, which were considered in formulating the response.

Disclosure of Information
NRL will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential.
