LOWER PAXTON TOWNSHIP will receive sealed bids online via PennBid for the Mini Basins BC-2A, BC-2B, BC-2C AND BC-5B Sewer System Improvements in accordance with the Contract Documents. Bid results will be read aloud at LOWER PAXTON TOWNSHIP, 425 Prince Street, Suite 174, Harrisburg, PA 17109. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the pricing form. The Project consists of furnishing and installing approximately 23,000 lineal feet of 8-inch diameter gravity sewer and approximately 10,400 lineal feet of 10 to 18-inch diameter gravity sewer, installation/replacement or rehab of approximately 150 manholes and, replacement of approximately 520 existing laterals and building sewers, furnishing and installing approximately 8,000 linear feet of 15 to 36-inch diameter storm sewer, misc. sanitary sewer repair work in SC-2B and other miscellaneous work such as right-of-way clearing, bypass pumping, testing of new manholes and gravity sewer pipe, traffic control, ADA curb ramp reconstruction and restoration of paving, concrete, yards, rights-of-way, and driveways as shown on Contract Drawings prepared by GHD, HRG and HB Engineering Inc. Each Proposal shall be accompanied by a Certified Check or Bid Bond payable to LOWER PAXTON TOWNSHIP in an amount of not less than ten percent (10%) of the total bid in accordance with the provisions in the Instructions to Bidders. Each Proposal must be complete and the right is reserved to reject any and all Proposals and to accept any Proposal deemed to be most favorable to the interests of LOWER PAXTON TOWNSHIP. LOWER PAXTON TOWNSHIP is an equal opportunity employer. Notice is given that the project is funded by a PENNVEST loan and subject to applicable provisions of the Federal Davis-Bacon and Related Acts (DBRA), as amended and supplemented. The Contract Documents specify the prevailing wage rate requirements for the Project. The Davis-Bacon Wage rates, the U.S. Department of Labor payroll form and interview form are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors’ employees. Notice is also given that this project requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. DBE documentation must be submitted with the Bid. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. The project is governed by the Public Works Contractors Bond Law of 1967, 8 P.S. Section 192, et seq., which requires a performance bond and a labor and materials payment bond each in the amount of 100% of the total contract price. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
