The FBI performs chemical analysis of explosives and explosive residues of Improvised Explosive Devices (IEDs) from around the world. X-ray powder diffraction is an integral part of the examinations of crystalline powders performed by the FBI. The FBI is frequently tasked with the analysis of suspected explosives, chemical precursors and materials of unknown composition. An instrument that is as diverse as the X-ray diffractometer (XRD) is a key tool in the analytical process.
The Rigaku MiniFlex 600 is the only X-ray diffraction system that is compact enough to be considered deployable (easily moved) to crime scenes and has a six-sample autosampling capacity.
The Rigaku MiniFlex 600 meets the technical requirements of compact, portable X-ray diffraction system with a minimum auto-sampling capacity of six samples, meets the physical measurements of 22"L x 13.5"W x 23"H for the diffractometer and 15"L x 15"W x 24"H for the water chiller, meets the requirements for a compound silicon strip high speed linear (1D) detector with a count rate of 10⁶ cps/pixel (1.9x10¹⁰ global count rate) and a scan speed of 100 deg/min, meets the requirement for a low volume sample holders, and includes a laptop upgrade for mobile deployment with printer.
The requested Rigaku MiniFlex 600 Benchtop X-ray Diffraction System are only sold and manufactured by Rigaku Americas Corporation. Rigaku Americas Corporation is the only vendor that produces and sells a portable X-ray Diffraction (XRD) system that has been used to develop validated caseworking protocols in the FBI.
Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Rigaku Americas Corporation, as no other vendor is capable of providing the Rigaku MiniFlex 600 Benchtop X-ray Diffraction System that is needed for direct support of the FBI's mission.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by July 05, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
