The Centers for Disease Control and the National Center for Environmental Health Sciences plan to award a sole source firm-fixed price contract to Sigma Aldrich, INC. 350 Spruce Street, ST Louis, MO. 63103. The item to be procured is the MIP or molecular imprinted polymer SPE plates. Sigma Aldrich is the only company that makes MIP plates custom designed to fit our analysis of tobacco specific nitrosamines (TSNA) in urine matrix.

The MIP plates are required in the method for TSNA analysis. The MIP columns are customized to be used to extract tobacco -specific nitrosamines (TSNAs) based on polymers made to have TSNA 3-D configurations. Therefore no other products can replace MIP plates in the analysis. The custom made brand is used for TSNA analysis on our automated caliber systems. It is a specialized item required for this validated method.

The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing, size standard 1000.

No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.
