The sole source determination is based on the fact that the CHI is involved in the study of Cellular and molecular characterization of the immune response in healthy NIH employees at baseline, and after immunization with the H1N1 and seasonal influenza vaccines. As part of these studies the lab using in-house miro RNA array for profiling analysis. Fluorescent label test and reference RNA samples the Hy3/Hy5 Hi-Power labeling kits are used from Exiqon. These kits will help the Government to continue the ongoing research and help figure out miroRNA expression and regulation. These kits provide a fast and simple method for fluorescent labeling of total RNA samples. All small RNAs are uniformly labeled. The labeled RNA molecules may be hybridized directly to the miR arrays, without additional microRNA enrichments or other time consuming handling steps. Exiqon is the manufacturer of this product. Therefore to keep scientific result consistency and reproducible, it is in the Government's best interest to continue service with Exiqon.

The acquisition is being conducted under FAR Part 13, simplified acquisition
procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011).
