The Naval Air Systems Command (NAVAIR) Air Combat Electronics Program (PMA 209) intends to negotiate a Basic Ordering Agreement (BOA) with General Dynamics Advanced Information Systems (GDAIS), 8800 Queen Avenue South, Minneapolis, MN 55431 for the period of 1 October 2016 to 30 September 2021. The BOA is for the procurement of hardware material, engineering and technical support for Mission Systems including, but limited to the Advanced Mission Computer (AMC), Warfare Management Computer (WMC), Mission Systems Computer (MSC) and Mission Data Processor (MDP) and the legacy Mission Computer, AN/AYK-14. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2301(c) (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." GDAIS is the sole designer, developer, and manufacturer of all AMC variants and therefore is the only company that software required to successfully support fleet and program support requirements.
