U.S. Customs and Border Protection intends to negotiate a FFP contract, on a sole source basis, with Fisher Scientific Company, L.L.C., DBA Fisher Safety for the purchase, installation, and support of 2 Mobile Matrix ARIS systems to be installed in and integrated with the current fleet of laboratory vehicles.

This negotiation is under statutory authority of FAR 8.405-6; FAR 6.302-1(a)(2) and 41 USC 253(c)(1). There is only one responsible source, as Thermo Scientific is the sole developer and provider of the Mobile ARIS, and has specialized knowledge of the equipment and proprietary parts. The Mobile ARIS is the only device which fills all of the government's requirements, including double-sided detection/identification, does not require significant modification to fleet vehicles, and is specifically engineered as a mobile platform, and has a proven viable training and support system.

The period of performance shall be from date of award through one year in order to cover delivery, installation/integration, and training and support for this device.

The North American Industry Classification System (NAICS) code for this acquisition is 541380 Testing Laboratories.

The Government intends to solicit and negotiate directly with Thermo Scientific Company, L.L.C., DBA Fisher Safety. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. An award shall be made to Thermo Scientific Company, L.L.C., DBA Fisher Safety. The anticipated award date is 12 August 2011.
