The US Army Contracting Command APG, Natick Contracting Division, on behalf of the US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate, intends to award a firm fixed price contract under FAR 13.106-1(b)(1) only one responsible source to MOCON Inc., 7500 Mendelssohn Ave N, Minneapolis, MN, 55428-4045 for MOCON Preventive Maintenance Service. The US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate, intends to award a firm fixed price contract to MOCON Inc. because MOCON is the only source that can provide the required service to the OXTRAN and PERMATRAN modules, as they are the company that developed and manufactured the modules and the test methods and sensors used for oxygen and water vapor permeation measurements. The OXTRAN utilizes MOCON's Patented Coulox® sensor and the PERMATRAN employs MOCON's proprietary modulated infrared sensor, both of which will be serviced as part of this contract. Also included in the service contract is a check of software and module/computer interfaces, which includes MOCON's permeability software, WinPerm.

REQUIREMENTS:

The contractor shall conduct one on-site visit to assess systems operation and accuracy, and verify performance to factory specification. The contractor will also provide a Certificate of Compliance for each PERMATRAN and OXTRAN module.

GENERAL REQUIREMENTS:

The contractor's primary focus shall be to:
• Perform preventative maintenance for each of the 4 OXTRAN modules and 3 PERMATRAN modules.
• Conduct a general cleaning of the modules.
• Calibrate each module.
• Provide a certificate of compliance.
• Conduct a check of software and module/computer interfaces.

SPECIFIC REQUIREMENTS:

The contractor shall:
• Drain and fill the temperature control unit, check installed software, check firmware, clean test cell heads, TED, and module case.
• Check sensor temperatures, verify RH probes, check replaced O-rings, check installation of termination resistor, check reference film results, and verify spare part supply.
• Issue a Certificate of Compliance for each of the 7 modules upon completion of certification.

Overall, the goal of the proposed work will be to provide the Government with an overall assessment of their current permeability testing equipment, to include preventative maintenance for each of the 4 OXTRAN modules and 3 PERMATRAN modules, an industry standard calibration of each module, and a certificate of compliance. These services will assure systems operation, accuracy, and verify performance to factory specification.

This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
