Notice of Intent to Award on a Sole Source Basis

Navy Strategic Systems Programs (SSP), hereby gives notice of their intent
to award a firm fixed price Purchase Order to Phoenix Integration Inc., for
ModelCenter Products and Services., 1715 Pratt Drive, Suite 2000, Blacksburg
VA, 24060 on a sole source basis utilizing FAR 13.5, Simplified Acquisition,
procedures in accordance with FAR 13.501(a), only one reasonably available.

The North American Industry Classification System (NAICS) for this
requirement is 541519 and the annual size standard is $27.5M. This is not a
request for competitive quotes; however, all quotes received in
writing within 14 days after date of publication of this notice will be
considered by the Government. Responses must be supported with clear and
convincing evidence to clearly be able to provide the services outlined in
this notice. A determination by the Government not to compete this proposed
contract based upon responses to this notice is solely within the discretion
