The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, intends to enter into negotiations, on a sole source basis, with Phoenix Integration, 1715 Pratt Drive, Suite 2000, Blacksburg, VA 24060-6472, to purchase one (1) Modelcenter Software Renewal.  This software is required to renew, maintain and support the existing software platform and capabilities currently installed in the Modeling and Simulation lab.

Based on market research, Phoenix Integration is the one and only source that can meet the government's requirements and the proposed action cannot be processed on the basis of full and open competition. 

The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304 (c) (1), FAR 6.302-1.  A Firm Fixed Price contract is anticipated.

The applicable NAICS Code for this requirement is 511210.

This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
