DESCRIPTION OF REQUIREMENT: The Federal Bureau of Investigation (FBI) is hereby issuing this combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in and attached to this notice. This announcement and attached Statement of Work constitute the only solicitation; proposals are hereby requested and an additional written solicitation will not be issued. This notice is for the labor, equipment and miscellaneous material required to modify the Notifier alarm system at the FBI facility in Clarksburg, WV. These modifications shall include installation, commission and testing of equipment as indicated in the attached statement of work.This notice is hereby issued as FBI RFQ Number 410704. This combined synopsis and solicitation is a Firm-Fixed Price requirement that will be awarded to the qualified, Notifier (OEM) Certified contractor, offering the lowest price, technically acceptable services and equipment. The NAICS code for this acquisition is 561621 with a small business size standard of $12.5 million in annual sales. This synopsis and solicitation is supplemented by an attached Statement of Work and the information provided herein. There will be a non-mandatory Site Survey on August 26, 2010 at 11:00AM. All parties interested in attending the site survey must submit written requests via E-Mail to
[email protected] by 4:30 PM EST on August 24, 2010. This requests must include the names, dates and places of birth and social security numbers of all individuals that want to attend. All interested parties, that are willing, qualified and able to satisfy this requirement, must submit a written quote by 4:00 PM Eastern Standard Time [United States] on September 3, 2010. All quotes must include, OEM and NICET Certifications, a written description of the services and Notifier equipment offered, the numerical price offered, and three performance references for similar projects in the last 36 months, and a completed / signed SF-1449 form. This synopsis and solicitation document along with all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (JUN 2008); 52.212-4 Contract Terms and Conditions-Commercial Items (JUN 2010) and 52.212‑5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ‑ Commercial Items (JUL 2010), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (AUG 2009) with its offer. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (JAN 1999). The following factors, in descending order of importance shall be used to evaluate offers: Certification from the OEM that indicates the Contractor is a certified maintenance provider for Notifier Network Fire Alarm Systems; NICET Certification indicating that the vendor personnel are certified to work on a life safety system; The Price Offered for services and the quality of the equipment proposed; and Past Performance. This is a 100% Small Business Set-Aside. Offeror MUST be registered in accordance with FAR clause 52.204-7 Central Contractor Registry (APR 2008) in order to qualify for contract award.
