***NOAA's national Marine Fisheries Service (NMFS), Southwest fisheries Science Center (SWFSC) Antarctic Ecosystem Research Division (AERD) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Teledyne Webb Research, modifying four (4) G3 deep (1000m) underwater gliders.
***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement to develop and install custom wetbays for integration of scientific instruments into four underwater gliders. These wetbays replace the existing dry science bays that house autonomous oceanographic instrumentation. The gliders and dry bays are developed by Teledyne Webb Research, Inc. and contain their proprietary software and hardware for command and control. Teledyne Webb Research, Inc.is the sole proprietor of G3 gliders and products are considered Confidential and Proprietary Information to Teledyne Webb Research, Inc. Teledyne Webb Research, Inc. has no resellers to supply, repair, or modify its gliders. Period of Performance is 150 days from date of award.
***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
