Responses must clearly demonstrate capabilities through examples of previous and/or current fuel service contracts located in austere environments Outside the Continental United States (OCONUS).
Vendors must specifically address the following capabilities:
• Ability to provide four (4) dedicated drivers who are primarily responsible for the following:
o Ensuring clean vehicles are present and ready for use prior to the first transport request of the day, with sufficient fuel supply for the day;
o Have comprehensive knowledge of locations within the Mogadishu International Airport perimeter;
o Plotting daily drive-schedules;
o Identifying any unusual operations or repair needs to the maintenance staff;
o Properly securing and storing the vehicles each night;
o Safely transporting personnel to/from designated areas on the International Compound within the grounds of the Aden Adde International Airport.
• Provide a detailed description of their technical approach to meeting the Government's objectives in providing fuel to vehicles and drivers.
• Describe your company's experience providing fuel and driver support services within the Mogadishu, Somalia area in one or more of the following areas:
1. Managing a fleet of dedicated drivers for vehicles.
2. Capability to provide basic operator and armored vehicle training to personnel.
3. Secure vehicle/driver access to all applicable facilities/compounds.

2. Does your firm currently have access to the applicable facilities/compounds (Bancroft International Compound, UN Compound, and UK Embassy) that State Department Personnel must access (as of the closing date of this RFI)?
3. Does your firm possess prior experience supporting personnel in high-threat environments in which U.S. military personnel are not present or are unable to provide any support?
