Regional Health Contracting Office-Central (RHCO-C), William Beaumont Army Medical Center (WBAMC) support various tests to include Methicillin Resistant Staphylococcus aureus, Influenza, Strep A, and various other test to support the population of Fort Bliss at three testing locations; WBAMC Main Hospital, Soldier Family Medical Clinic (SFMC) and Mendoza Medical Clinic (SFCC). The Pathology department at WBAMC intends to award a sole source contract to Cepheid. The Pathology department requires (1) one large molecular analyzer capable of supporting 16 patient tests at a given time. The vendor must support the entire testing menu in the SOW on the WBAMC Main analyzer. SFCC and SFMC require a (4) four CLIA waived analyzer for Flu and Strep testing at each site. Vendor will support equipment for maintenance, consumables, validation/verification, and installation/removal. All equipment must have an ATO or ATO-C approved through the Risk Management Framework (RMF) process for WBAMC. All of the tests must be FDA approved. Award will be made on or about 15 September 2021. The NAICS code 325412, size standard is 1,250 employees. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for future requirements.
This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements". A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
