The United States Patent and Trademark Office (USPTO) has a requirement for commercially available services to operate and maintain the Momentum application, middleware, databases, reports, jobs, components, and integrations; operate and maintain the AEON application, middleware, databases, reports, jobs, components, and integrations; operate and maintain the FPNG application, middleware, databases, reports, jobs, components, and integrations; operate the OCFO IT Customer Service Center; perform administrative and other tasks necessary for effective management of this overall effort; and support related projects. This requirement falls under NAICS code 541513 Computer Facilities Management Services with a small business size standard of $27.5M. The anticipated award date is 15 December 2016.

USPTO is exempt from the Competition in Contracting Act (CICA) under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Office Acquisition Guidelines (PTAG).

In accordance with the PTAG, the USPTO publicized this requirement on 20 April 2016 through a Sources Sought notice and the results indicate that only a limited number of vendors are most likely to successfully meet the agency's needs.

As a result, the solicitation will only be released to the limited number of qualified vendors.
