The U.S. Railroad Retirement Board (RRB) is issuing this special notice to inform vendors that the RRB intends to solicit a proposal from a single vendor and negotiate an award to that vendor. The RRB will be requesting a proposal from CGI Federal for services to perform a within scope upgrade of the RRB's existing, contractor-hosted, Financial Management System software, Momentum. The RRB competitively awarded contract number RRB12C006 to CGI Federal for the Financial Management Integrated System (FMIS) software implementation, migration, hosting and maintenance services in September 2012. The original solicitation and award included services, of scope to be further specified, to upgrade the version of the hosted application at least once during the "operations and maintenance" nine (9) option year period. The contract is currently in the 5th Option Year of 9 Option Years for Hosting and Maintenance services of the RRB's version of Momentum (FMIS). The RRB intends to negotiate with CGI and issue a modification to the above referenced contract for the Momentum (FMIS) software upgrade services.
