The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Monaco Enterprise Inc. Required items to be purchased are:
The contractor shall provide and install two clients, C1 and C2 to replace older Win7 CPU. The contractor shall configure the CPU with Seymour Johnson's current D-21 database which includes a new keyboard and mouse, transfer existing licenses to the new CPU utilizing the existing software dongle, and decommission existing C1 and C2 CPUs. The contractor shall provide and install DIACAP-able upgrade D21 S1, DIACAP-able D21 clients C1, C2, and C6. The contractor shall validate system performance after installation, and provide forms, system drawings, and documentation to detail the work that has been completed.
The contractor shall provide and install replacement monitors (two total). The contractor shall provide and install DIACAP-able D21 Client C4. The contractor shall validate system performance after installation, and provide forms, system drawings, and documentation to detail the work that has been completed.
The contractor shall provide and install DIACAP-able D21 S2. The contractor shall validate system performance after installation, and provide forms, system drawings, and documentation to detail the work that has been completed.
The contractor shall provide and install DIACAP0-able D21 Client C3. The contractor shall validate system performance after installation, and provide forms, system drawings, and documentation to detail the work that has been completed.
All service technicians shall possess experience on the repair and maintenance of the Monaco workstations already in place at both facilities. The contractor must be trained by the manufacturer's designated service agency and authorized to perform maintenance, repairs, factory modifications and warranty work for the attached listing of equipment.
APPLICABILITY OF AUTHORITY:
This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii). Monaco Enterprises, Inc. retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment (this includes all parts and specifications). No other company is able to provide parts, repair, service or upgrade this equipment. Utilizing any other company would require the Government to purchase new equipment which would result in substantial duplication of cost that would not be recovered through full and open competition. The services must be in accordance with the statement of work for Monaco workstations currently installed and in use at the 4th Fighter Wing.
Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 12 May 2017 at 10:00 A.M EST.
