NOTICE OF INTENT TO AWARD SOLE SOURCE

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source Blanket Purchase Agreement (BPA) under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Reference Number is FA441820Q0001. The 628 Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intends to award a sole source BPA for Mortuary Services.

The 628th Contracting Squadron intends to establish a BPA to McAlister-Smith Funeral & Cremation, 869 St James Ave, Goose Creek, SC. Market research was performed and information gathered in determining this company to be the only source for this requirement.

In accordance with (IAW) FAR Part 5.207(c)(15), the proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The justification for the sole source requirements as follows: In accordance with FAR 6.303-2:

1. Agency and Activity:  628 Contracting Squadron, Joint Base Charleston, SC
2.  Nature of action being approved:  Sole source acquisition. The purpose of this acquisition is for mortuary services.
3. Justification Rationale: IAW FAR 6.302-1(a)(2) One source is capable of providing this requirement due to Macalister-Smith Funeral & Cremation being the only vendor capable of providing all the services and death certificates IAW AFI 34-501 and the Standards for DOD Mortuary Services dated 18 March 2019.
4.   Demonstration of Unique Qualifications: Market research shows Macalister-Smith Funeral & Cremation being the only vendor capable of providing all the services and death certificates IAW AFI 34-501 and the Standards for DOD Mortuary Services dated 18 March 2019
5.  Description of Solicitation Efforts: IAW FAR 5.102(a) (2), this notice will be posted on the Government-wide Point of Entry (Beta SAM.gov/FBO), and retained in the contract file to document the rationale for a sole source BPA.
6.  The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards and BPAs made for same services.
7. Description of market research: Market research was conducted to locate competing servicers for this service. It was determined that no other local vendor was capable of providing all the mortuary services and death certificates required.
8. Other supporting facts: FAR 13.303-2(b)(2)  Consider suppliers whose past performance has shown them to be dependable, who offer quality supplies or services at consistently lower prices, and who have provided numerous purchases at or below the simplified acquisition threshold. Macalister-Smith Funeral & Cremation has been the previous BPA holder and has proven themselves to be dependable and have provided exceptional services at fair and reasonable prices.

10. Actions to prevent barriers that may lead to restricted consideration in the future: Market research will be conducted at the end of this BPA ordering period to determine if the local market can provide the mortuary services required IAW the current Mortuary Service AFI and guidance’s.
