As of 12/15/2023, The Centers for Disease Control and Prevention (CDC), contemplates awarding, on a sole source basis, a firm-fixed price contract in accordance with FAR Parts 12 and 15 for the Mosquito Salivary Antigen Testing per the attached RFQ.  Tulane University is the only vendor that can provide the specific antigen stock. This research based requirement meets all of the program requirements cost and time constraints. Tuklane University at  8333 Maple Street, New Olrleans, LA 70118 has been determined to be the only responsible source for this requirement in accordance with FAR 6.302-1.  Justification for other than full and open competition is considered to be in the government's best interest due to the fact that Tulane is the only entity which has exclusive access to the specific antigen stock.  Note 22 applies herein.  The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1):  FAR 6.302-1.  Only one responsible qualified large business and no other sources will satisfy agency requirements.  Interested persons may identify their interest and capability to respond to the requirement.
