Under this Request for Information (RFI) the National Geospatial-Intelligence Agency (NGA) is seeking information regarding the state of industry involvement in Motion Imagery (MI) Processing, Exploitation, and Dissemination (PED).  NGA’s InnoVision’s Information Integration Office is gathering input to assess the availability and technical readiness of enablers (tools, programs, and other development activities) that address Motion Imagery issues faced when accessing, using, exploiting, and disseminating Full Motion Video (FMV), Wide-Area Large Format (WALF) or other forms of Motion Imagery collected through airborne platforms.

 

The Information Integration Office will use the information collected to assess industry’s readiness to address analysts’ needs.  This data call will not directly result in any procurement or acquisition decision.  This is not a request for competitive proposals and no funding is currently available for any requirements that may result from this request.   Follow-on activity will include further inquiries, technical discussions and detailed assessments for validation and verification of the enablers that are identified.  Your participation in this survey and follow-on activities is strictly on a volunteer basis and in no way commits NGA or its offices to any contractual obligations as a result of the data obtained.

 

If you submit any company proprietary, trade secret or other protected data or information, please mark it accordingly.  Some Government-paid contractors will provide administrative support to assist with the review of the information submitted.

 

RESPONSE SUBMITTAL INSTRUCTIONS

 

A response to this RFI must include the completed FMV Survey List of Capabilities spreadsheet per the Motion Imagery Survey Instructions.  You can also submit up to three pages of additional information about your company in an MS Word or Adobe Acrobat document.  If you choose to submit both of these document files, they must be combined into one compressed folder (.zip) and submitted as one .zip file.  If you submit two files individually (not zipped) for your response, the Government may elect to review only your List of Capabilities spreadsheet file in the interest of efficiency while downloading and reviewing responses.  

 

RFI responses must be submitted via the NGA MI PED page on the Acquisition Center of Excellence (ARC) WWW site at arc.westfields.net.  Responses shall be submitted as one file upload by following the directions for submitting a final RFI response under the RFI tab on the NGA MI PED ARC site.  Responses are due NLT noon Eastern Time on Friday, 18 September 2009.  The ARC will not accept responses after this cut-off time.  Responses cannot be accepted via e-mail, fax, the Submit Unsolicited link on the ARC homepage, or other means.

 

New users of the ARC must first register (using the “Create New Account” button on the ARC homepage) and obtain a user identifier and password to access the ARC. Institutions of all kinds can also register (using the “Register Company” button on the ARC homepage) to enable access to future unclassified RFP, BAA, RFI, and Market Survey requests.

 


Once registered and logged in at the ARC, you can click and select the NGA MI PED ARC page under “Current Efforts” in the “Open Source” list.  You can use the Q&A link on that page to submit a question or comment regarding this RFI, and to view responses to all questions and comments, including those submitted by other institutions.  Questions and comments regarding this RFI will be accepted only via the ARC. The last date for submitting questions is 11 September 2009.  Answers will be posted as they are developed.    You are encouraged to review all previous questions and answers prior to posting a question/comment to avoid duplication of questions.  Questions/comments submitted via the Ask the Director feature of the ARC will not receive a response.

 

NOTE:  This is not a request for competitive quotes and no funding is currently available for any requirements that may result from this request.  Responses to this request should be provided in accordance with the above instructions no later than 18 September 2009 in order to be included with the next step in this process.
