The lab at NIH has several chambers and equipment from Med Associates and in order to maintain compatibility and reduce variables it is best not to have boxes and chambers from multiple vendors. Med Associates boxes are the only known boxes that allow for multiple modes of drug-delivery to the animals and give flexibility such as the boxes allow for duel self-administration capabilities, including oral and intravenous self-administration of drugs of abuse. The self-administration capabilities are critical for experiments we have planned in the immediate future. Also, the lab already has 16 Med Associates boxes and we would like to keep all of our data consistent. The lab already has computers that interface with Med Associates equipment. Adding different vendors may introduce a wild element to an experiment such as: a different resistance for a level press, certain odor we can't sense but an animal can and adding a different way to program the boxes adds complexity to a worker's task which may lead to errors.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 10 days from the date of publication of this synopsis will be considered by the Government.
