The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, on behalf of its international cooperative partner, The Government of Australia, intends to issue a sole source Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) mixed type Delivery Order under Basic Ordering Agreement (BOA) Contract N00019-20-G-0005 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA.  This contract action will support the Pack, Export, Storage and Installation in Australia of the AUS MOB 1, AUS MOB 2, and AUS FOB for the Royal Australian Air Force (RAAF) MQ-4C Triton program requirements. In addition, this effort will support acceptance testing on site in Australia for MOB and FOB requirements. This delivery order has an anticipated award date of October 2022.

This contract action will establish option line items to procure additional storage supplies and services necessary to support the international cooperative partner facilities ready date, the Main Operating Base (MOB) and Forward Operating Base (FOB) installation schedules, and related support to include but not limited to special testing required after installation, integrated logistics support, and associated technical, administrative, and financial data.

As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.

This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements”.
