The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Systems Corporation (NGSC) a Cost Plus Fixed Fee (CPFF) contract on an 'other than full and open' competitive basis to integrate and test the SAA radar and Airborne Collision Avoidance System - Unmanned (ACASXu) in the MQ-4C Triton Unmanned Aircraft System (UAS).
This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. A determination by the Government not to compete this effort is solely within the discretion of the Government.
NGSC is the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, therefore is the only contractor with the requisite knowledge, experience, and technical data to integrate, and test the SAA capability with the Triton Integrated Mission Management Computer (IMMC) on the aircraft within the required timeframe to meet SAA Initial Operating Capability (IOC). To run a competition, conduct development, and flight test for qualification with a new contractor would not meet the required timeframe to integrate and test the SAA Capability into the IMMC by the planned SAA IOC. As such, NGSC is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule. Subcontracting opportunities may be available and should be sought with NGC.
There is no commitment by the Government to issue a solicitation, make an award, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
