The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with Red Barn Machine of Eugene, OR for the acquisition of the following peculiar support equipment (PSE): (15 each) Tail Rotor Wrench, P/N RBA9937-5; (15 each) Hydraulic Jack Dolly, P/N RBT18640; (15 each) Engine Lift Adapter, P/N RBT18640-101; (15 each) Engine Eye, P/N RBT18645; (15 each) Main Rotor Blade Hub Stand, P/N RBT18657; (15 each) Engine Maintenance Stand, P/N RBT18700-101; (15 each) Engine Lift Assembly, P/N RB6796963; (18 each) Main Rotor Blade Pitch Gauge, P/N RBT189664; and (15 each) Adj Spanner Wrench, P/N RBT18806. This PSE is used to support the MQ-8B, Fire Scout aircraft program. The Government intends to award a contract with one (1) base period and four (4) option periods. The quantities shall be spread evenly over the anticipated base and option years, with the exception of the Main Rotor Blad Pitch Gauge. A quantity of six (6) will be required of this part during the base period. The Government intends to procure the above PSE under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
