Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award to Northrop Grumman Systems Corporation – Aerospace Systems (NGSC), San Diego, CA, a modification to existing MQ-8C Production contract, N00019-16-C-0055. This action will procure the necessary Contractor support to disposition equipment/hardware and complete other activities required to shutdown the production line for the MQ-8C Fire Scout.

This action is being awarded on a sole source basis to NGSC in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” NGSC is presently the only qualified source with the knowledge and expertise required to provide the necessary support to shutdown the production line.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
