The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to negotiate on a sole source basis with Red Barn Machine, Inc. for the for the manufacture and delivery of up to 55 each Servo Actuator Rigging Tools, P/N RBT102019; up to 55 each Lifting Tools, P/N RBT102137-107; up to 54 each 406 Main Rotor Blade Trim Tab Bend Angle Gage Assemblies, P/N RBT103316-101; and up to 55 each Main Rotor Trim Tab Bender Assemblies, P/N RBT103317-101 in support of the MQ-8C Unmanned Aircraft System (UAS) Program.  A Firm Fixed Price, 5-year option type contract is planned. 

The MQ-8C UAS utilizes the Bell Helicopter (Bell) 407 commercial helicopter airframe.  The Support Equipment (SE) identified above was designed by Bell at their own expense for the Bell 407 Helicopter and was tested to meet specifications for maintenance of the air vehicle.  Bell has retained proprietary rights to the technical data and drawings.  Technical data is required to ensure that the correct materials, dimensions, performance requirements/limitations, and interfaces are used to enable safe and effective maintenance on the MQ-8C aircraft.  The above identified SE is the only SE that has been designed, tested, and approved by the Navy to use with the MQ-8C maintenance activities.

Bell has identified Red Barn Machine, Inc. as the actual manufacturer of this SE, in possession of the required drawings, and is capable of manufacturing the required items.  The Government does not own rights to the data or drawings to permit full and open competition. As such, this acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.    Unless stated herein, no additional information is available.  Requests for the same will be disregarded.  A determination by the Government not to compete this effort is solely within the discretion of the Government.
