FA8620-05-G-3028 0051, Airborne Signals Intelligence Payload (ASIP) Integration and Testing. This is a pre-solicitation synopsis for the Aeronautical Systems Center (ASC), Predator Systems Group. The objective for this project is to fully integrate an ASIP-2C payload and associated antenna array into the MQ-9 system and successfully complete end-to-end material and non-material system testing of the sensor. The project will encompass modifying at least one MQ-9 and four associated Ground Control Stations (GCS) to enable onboard integration and testing of the ASIP-2C sensor package. The Government seeks to design and build aircraft/GCS installation kits, modify the appropriate mechanical and electrical systems in designated test aircraft and GCSs, develop required software modifications, design and build required support equipment and create System Integration Laboratory (SIL), ground and flight test plans and procedures. Additionally, the Government shall install and test ASIP-2C in the MQ-9 SIL, then complete MQ-9 system ground tests, airworthiness certification, ASIP-2C sensor calibration flights, system developmental flight tests and ASIP-2C end-to-end system testing onboard the MQ-9. The project will include generation of technical data and training material related to integration of ASIP-2C into MQ-9 operations.

General Atomics is the sole designer, developer, and manufacturer of the Predator and Reaper systems, and is the only firm that possesses the necessary knowledge, experience and technical data required to perform this effort. The government does not own the data rights for the system; therefore, to avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C. 2304 (c )(1) as implemented by FAR 6.302-1.
