The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for one MTS FlexTest 200 Base Model with a customizable configuration and 25 cable assembly parts. The product provided by MTS Systems Corporation will be to provide the configured FlexTest 200 system and the cable assemblies.  The NAICS code is 334519 and the business size is 500 (# of employees). 

The proposed purchase order is being synopsized on a sole-source basis to MTS Systems Corporation.  The proposed action is for the configured FlexTest 200 system and cable assemblies, for which the Government intends to synopsize and negotiate with only one source pursuant to FAR 6.302-1.  The basis for restricting competition is for the following reasons: MTS Systems Corporation is the only manufacturer of the FlexTest controller product line and the Series 793 Application software in the FlexTest 200 controller is only used in the FlexTest line of controllers.  No other company can provide a servocontroller that is 793 software compatible. The NSWCCD intends to award a firm fixed-price purchase order to MTS Systems Corporation using Simplified Acquisition Procedures.      

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 16 May 2018.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 05/16/2018, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
