Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price contract to Northrop Grumman Systems Corporation (NGC) to procure aircraft modification A-kits and B-kits, and spares for the Multi-Role Tactical Common Data Link (MR-TCDL) effort for the E-6B aircraft.

This intended procurement will be processed pursuant to the authority of 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. NGC is the original designer, developer, and manufacturer of the E-6B MR-TCDL effort and is the only source with the requisite technical data necessary to accomplish this requirement. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement which will be considered by NAVAIR.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 25 May 2018. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
