The United States Air Force, AFLCMC/Operational Contracting Branch, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for an upgrade to an existing Veeco/ Bruker Nano, Inc. MultiMode V Scanning Probe Microscope (SPM). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c).
This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516. Size standard is 500 employees.
The proposed source is Bruker Nano, Inc., 3400 E. Britannia Drive STE 150 Tucson, AZ 85706-5003. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
To comply with FAR 5.207(c)(15): AFRL/RAXP requires the modification of an upgrade which includes a new V8 compatible computer, DSP, frame grabber, MultiMode base electronics upgrade, a new 37 pin adapter (Model 37PA), and a 30-inch LCD monitor. Other commercially available scanning probe microscope components are not compatible with the hardware and software of the existing NanoScope V Control Station and do not provide the enhanced capabilities (ScanAsyst, Peak Force Tapping, and Peak Force Quantitative Nanomechanical Mapping) only provided by the NanoScope V8 Upgrade. Purchasing competing technology to fulfill the government's requirements would result in additional expenditures totaling an estimated $xxxx. The estimate for this contemplated action is $xxxx therefore the cost differential for this example is $xxxx. This cost cannot be recovered through competition. The only known source to meet the government's requirements is Bruker Nano.
The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
