This notice is provided for informational purposes only and is not a request for proposals. 

The Army Contracting Command-Redstone anticipates awarding a contract for MLRS MFOM MCTS, Version 2.0 hardware on an other than full and open competitive basis under the authority of Title 10 United States Code (U.S.C) 2034(c)(1) as implemented by FAR 6.302-1(a)(2)(ii)(A) and (B) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The applicable NAICS code for this requirement is 336414 with a Small Business Size Standard of 1,250 employees.

The proposed contract action is a 30-month effort for the production of up to 30 MLRS MFOM Missile Common Test Sets and associated cables. The required hardware addresses obsolescence issues in the current MCTS 1.0 hardware.

The proposed acquisition is limited to Lockheed Martin Missiles and Fire Control

(LMMFC), 1701 W Marshall Drive, Grand Prairie, TX 75051; CAGE Code 64059.

LMMFC is the only source with the knowledge, experience, technical expertise, and infrastructure necessary to meet the MLRS requirements. The U.S. does not have complete documentation suitable for full and open competition at the prime contractor level as the contractor has not provided the proprietary work instructions for production.
