The Army Contracting Command-Redstone anticipates awarding a contract for MLRS Fleet Expansion/Upgrade on an other than full and open competitive basis under the authority of Title 10 United States Code (U.S.C.) 2304(c)(1) as implemented by FAR Part 6.302-1(a)(2)(ii)(A) and (B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The proposed contract action will include a 12-month base and seven (7) option years for up to 385 MLRS M270A2 Launchers [(Lockheed Martin Missiles & Fire Control LMMFC) Part Number 13214000]. This requirement is for the upgrade of excess Launcher Loader Module (LLM) M269AO/A 1 structures and M993AO/A 1 hulls. This contract action will extend the operational life of the MLRS Launcher to 2050 by addressing obsolescence issues, upgrading and installing the LLM, along with installing the Improved Armored Cab (IAC) and a Common Fire Control System (CFCS).
The proposed source to procure this requirement is Lockheed Martin Missiles & Fire Control, 1701 W Marshall Drive, Grand Prairie, TX 75051; CAGE Code 64059. The Government does not have sufficient technical data rights that would allow another contractor to produce the MLRS Launcher or develop a new fire control system to meet the MLRS M270A2 requirement.
The integrated M270A2 Launcher shall meet the performance requirements of MIS PRF-35500. An offerer's product must meet qualification requirements in order to be eligible for award. Additional information about qualification may be obtained from the primary and secondary points of contact. In some cases, the additional qualification information at subsystem or components levels must be obtained by Lockheed Martin Missiles and Fire Control - Dallas (LMMFC-D).
Additional information such as part numbers, drawing numbers, size dimensions, or other form, fit, or functional descriptions can be made available upon request. Total M270A2 Launcher quantities under this contract action will not exceed 385. Spares will be procured for 160 of the 385 Launchers. The unit of issue for the M270A2 Launcher is "Each", while the unit of issue for spares are "Lots".
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The solicitation will not be made available through the Government Point of Entry (GPE); however, a copy may be provided upon request.
