The purpose of METVA Bridge is to provide continuous, uninterrupted services while this contract is in the process of re-solicitation and award. The up to 15 month bridge extension would add an additional period to the METVA contract from December 11, 2012 to Mar 11, 2013. The value of the extension is estimated at $3M. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Time New Roman font, with 1 inch Top, Bottom, and Side borders.), no later than 2 November 2012, which shall be considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government.
