1. In regard to this solicitation, is this to be evaluated on a best value basis or is it LPTA FFP?
This will be a Firm Fixed Price contract.
2. We are looking at including sermon preparation, individual counseling time, and travel time as ODCs and separate from the 52 hourly sessions. Is this how the Government views it?
There are no ODCs required for this requirement.
The Government's requirements are stated in the performance work statement. Offerors are to submit their best price for completing the objectives for evaluation.

Questions received:
1. Is there a price sheet so that vendors can enter proposed prices? I need to know the unit and the quantity of units that will be purchased.
2. Can you provide some idea of when the base year of the contract is to begin? This impacts delivery. Hopefully prior to the end of this FY funding availability. (Mid August)
3. With regard to the requirement to be available as an information resource on birth, death, sickness and dietary needs, does the Imam have to be available by phone or in person on days other than Fridays or does the Imam only have to be available on Fridays before or after the Friday service? Yes, only Friday's prior to or immediately following Jumah Service.
4. Will office space be provided so that the Imam can provide pastoral care and spiritual counseling for Muslim DoD personnel seeking help before or after Friday service? If not, where will these pastoral care and spiritual counseling be provided (privacy is typically needed for these services). A private space will be available.
5. Can you explain why the remaining options on the incumbent's contract are not being exercised? Is the current Imam in good standing? Cannot disclose proprietary information regarding the previous contractor's contract.
