The U. S. Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Contract for up to 400 Muzzle Velocity Sensor System (MVSS) and Component Kits for the M777A2 and M119A3 Howitzer to Weibel Equipment Inc., 44001 Indian Fields Court, Leesburg, VA 20176. The Technical Data Package (TDP) is proprietary to Weibel and as such the technical data is not currently available. The Justification & Approval for Other than Full and Open Competition addresses duplication costs and unacceptable delays to the Government if soliciting to another vendor. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 6.302-1(a)(2)(iii)(A)&(B), Only one responsible source and no other supplies or services will satisfy agency requirement.
