Sealed bids for reconstruction of Myrtle, Main, Front & Summer Street, for the Town of Ashland, Massachusetts will be received at the Town Manager’s Office, Town Hall, 101 Main Street, 1st Floor, Ashland, MA 01721, until 10:00 a.m. prevailing time, on April 3, 2020, after which time said bids will be publicly opened and read aloud. If, at the time of the scheduled bid opening, Town Hall is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the bid opening will be postponed until 11:00 a.m. on the next normal business day (Any change to the bid opening date/time will be issued as an Addendum thru the BidDocs Online webpage referenced herein). Bids will be accepted until that date and time. The scope of the work includes resetting existing granite curb, installation of new granite curb, cement concrete sidewalk, cement concrete driveways, cement concrete wheelchair ramps, drainage improvements, new decorative lighting, traffic signals upgrades at the intersection of Main/Pleasant Street, Main/Front Street, the train crossing and Main/Homer/Summer Street and Main/Union Street, full-depth pavement reconstruction, installation of future underground infrastructure, landscaping, pavement mill and overlay, new pavement markings, signing and other miscellaneous items of work. Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Town of Ashland, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS. The estimated construction cost of the project is $6,850,000. All bids must be in sealed envelopes, endorsed with the name and address of the bidder and clearly marked with “MYRTLE, MAIN, FRONT & SUMMER STREET STREETSCAPE IMPROVEMENTS PROJECT #TRN20 – MAIN & FRONT” and addressed to: Jenn Ball, Assistant Town Manager, Town Hall, 101 Main Street, 1st Floor, Ashland, MA 01721. All bids shall be accompanied by a bid bond in accordance with Chapter 30, Section 39M or a certified treasurer’s check issued by a responsible bank, for 5 percent of the bid for the proposed work payable to the Town of Ashland, Massachusetts. This check to become the property of the Town of Ashland if the bidder fails to execute the contract and satisfactory bond within ten (10) days after the contract is presented to the selected Contractor. There will be a pre-bid meeting on March 13, 2020, 10:00 a.m. in the Conference Room in the basement of Town Hall, 101 Main Street, Ashland, MA 01721. Bid forms and contract documents will be available for pick-up at www.biddocsonline.com (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978.568.1167). There is a plan deposit of $50 per set (Maximum of 2 sets) payable to BidDocs ONLINE Inc. Deposits may be electronically paid or must be a certified or cashier’s check. This deposit will be refunded for up to two sets upon return of the sets in good condition within thirty days of receipt of bids. Otherwise the deposit shall become the property of the Town. Additional sets may be purchased for $50. Bidders requesting contract documents to be mailed to them shall include a separate check for $40 per set for UPS Ground (or $65 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail handling costs. Bidders must be on the prequalified (Highway Construction) list provided to the Engineer by the MassDOT Office of Project Controls & Performance Oversight – Construction Prequalification Department. All proposals submitted by non-prequalified bidders may be rejected by the Town at or after the bid opening. All materials related to the undergrounding of electrical infrastructure must be installed by a contractor approved by Eversource. Bids are subject to the applicable bidding laws of the Commonwealth of Massachusetts, including General Laws Chapter 30, Section 39M, as amended and to minimum wage rates as set forth in the Contract Documents. No less than the minimum wage rates as set forth in the schedule as contained in the Contract Documents must be paid on this project.
