Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, DG133C-04-RQ-0316, constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. Award will be for a Firm-Fixed Price Contract, one-time buy. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS) requires the acquisition of camera sensors, a gyroscope upgrade and a portable surface tether management system with slip ring assembly for a Benthos Remote Underwater Vehicle (ROV). The following are required:
- .1 LUX low light fixed color camera with universal bracket and shielded cable Quantity: 1
- black and white .0003 LUX very low light fixed focus camera with universal bracket and shielded cable Quantity 1
- high resolution gyro upgrade to include factory installation and testing Quantity: 1
- neutral umbilical tether Length: 100 meters
- portable surface tether management system with slip ring assembly

The purchase order will include provisions and clauses in effect at time of award. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2, Evaluation â Commercial Items. The following factors shall be used to evaluate offers: 1) technical capability of the item offered to meet the Government requirement and 2) price. Offerors must include a completed copy of Offeror Representations and Certifications, FAR 52.212-3, along with the offer. FAR 52.212-4, Contract Terms and Conditions â Commercial Items and FAR 52.204-7, Central Contractor Registration; 52.222-26 apply to this acquisition.
